I'm just wondering, since when does Local System not have these permissions per default?
Also, you shouldn't use Local System as the Action Account but a Domain User that is Local Administrator on all the Servers.

Here is another one on the same server, this time it was a VBS.
Failed to create process due to error '0x80070005 : Access is denied.
Command executed: "C:\WINDOWS\system32\cscript.exe" /nologo "MemoryUtilization.vbs" 2.5
The Microsoft Field Engineer recommended Local System, but I use a RunAs Domain Level Account for Domain Controllers where more privledges are needed. I could set it to use that account for that one server and see if it helps.

I am testing using a High Level Service Account as the action account. So far 2 hours have passed and there are no errors.
Is there a security risk to using a Domain Admin level account like used for Domain Controllers on all servers as the action account?

Its a single machine. However, new script failures just came in from that server, so using an elevated domain account didn't help.

I restarted the WMI service, but I wonder if the problem could be related to the very low bandwidth on that segment of the WAN. Logging in to that server via Terminal Services took almost 2 minutes versus 5 seconds on a normal system. If SCOM were attempting to run a script and its connection to the Management server was very slow, would that time-out the script and cause it to fail?
